You will see from Mr. Williams' minute of the 15th October that he agreed with Mr. Monson that we should not open a separate Economic file in connection with this Treaty. A copy of the draft Treaty at 29 has therefore not been registered on an Economic paper, and I have taken no steps for consultation with other Departments of the office.
